Open Text Acquires SER eGovernment
DOMEA® Expands Public Administration Solutions Portfolio

Open Text™ Corporation (Nasdaq: OTEX, TSX: OTC) provider of Livelink®, the leading collaboration and content management software for the global enterprise, has, effective immediately, acquired SER eGovernment Deutschland GmbH, based in Berlin, Germany as well as SER Solutions Software GmbH, based in Salzburg, Austria. The acquisition was announced today by Open Text and SER eGovernment. SER eGovernment, which specializes in process-oriented document management, is the market leader in the German-language e-government sector. SER eGovernment will be integrated into Open Text as an independent competence center. Its DOMEA® product line will continue to be developed and existing customer contracts will not be affected. With this acquisition, Open Text is expanding its solutions portfolio in public administration, as well as expanding its traditionally strong customer base (particularly in North America) in this sector, by adding numerous public authorities in Germany, Austria and Switzerland. It was agreed that the financial details of this acquisition will not be released.

The SER eGovernment DOMEA® product suite is certified as compliant with the latest version of the German Federal Government’s DOMEA concept. “DOMEA” stands for Document Management and Electronic Archiving in an IT-supported business process and has the objective of accessing public documents throughout their lifecycle, from the initial draft stage through to audited archiving. The DOMEA concept is being developed and supervised by the German Federal Government Co-ordination and Advisory Agency for IT in the Federal Administration (KBSt), which is part of the Federal Ministry of the Interior. The certification of DOMEA-compliant solutions and the publication of the corresponding evaluation results are intended to assist federal, state and local authorities in simplifying product selection and in minimizing implementation overhead. Eight of 14 Federal Ministries are users of SER eGovernment's DOMEA® products, and another four Federal States have also concluded outline agreements. The most important Livelink® customer in the German public administration sector is the Federal Ministry of Consumer Protection, Food and Agriculture. Internationally, the U.S. Ministry of Defense, US Air Force and Navy, the United Kingdom House of Commons and CARE Canada are just some of the customers in the public administration sector who have selected “Livelink for Government”.
With the DOMEA® product line, SER eGovernment has been focusing its development since 1997 on functional compliance to the KBSt DOMEA concept requirements. The core area of the Open Text Livelink® products is the Web technology sector. The solution is based upon an application server architecture in compliance with the SAGA concept (SAGA: Standard Architecture for e-Government Application) and provides Web applications and interactive portal applications for all customer segments.

The proven structure and organization of SER eGovernment Deutschland GmbH, with its base in Berlin and branches in Frankfurt, Munich and Cologne/Bonn, will be incorporated completely unchanged as an independent, client-oriented eGovernment competence center within the Open Text group. The competence center will also incorporate the Austrian SER Solutions Software GmbH based in Salzburg, with a branch in Klagenfurt.
After the integration of SER eGovernment into the Open Text group, customers will benefit from the collaborative functions of the Livelink suite. The first integrated solution combines Open Text’s Livelink MeetingZone™ with DOMEA®. Livelink MeetingZone facilitates the planning and execution of Web-based virtual meetings over various locations and supports the live transmission of text, images, video and speech. Because of the integration with DOMEA®, data from processes and files will be able to be accessed online in future.
In describing the future of DOMEA® product development, Peter Melniczuk, head of eGovernment application development, said, "Open Text’s existing Web-based products enable us to enhance the further development of DOMEA® with proven and internationally distributed SAGA-compliant technologies.
